The European Commission presented a package of targeted changes on 21 October 2025 intended to ease administrative burdens and ensure smooth implementation of the Regulation. The proposal maintains the 30 December 2025 application date for large and medium-sized companies, while suggesting limited extensions and simplified procedures for micro and small operators, particularly those sourcing from low-risk countries.
Until Parliament and the Council formally adopt any amendments, the existing compliance timeline remains binding.
Parliamentary EUDR Activity
The Committee on Petitions (PETI) is scheduled to discuss aspects of the Regulation’s impact in early November, but this session will not include a vote on the Commission’s legislative proposal.
No EUDR-related files appear on the draft agendas for the Parliament’s November plenary sessions in Brussels (12–13 November) or Strasbourg (24–27 November).
As a result, any changes to the Regulation’s scope or timeline are unlikely to be finalized before year-end.
What This Means for Companies
For now, businesses placing relevant commodities or derived products on the EU market should continue preparations according to the current timeline.
- Large and medium operators: must comply by 30 December 2025.
- Micro and small operators: remain subject to a 30 June 2026 application date.
While further clarity may come before the end of the year, the Commission’s “simplifications” package has not altered the Regulation’s core obligations: traceability, geolocation of plots of land, due diligence documentation, and deforestation-free verification remain central to compliance. These obligations are detailed in Regulation (EU) 2023/1115 on deforestation-free products.
Trusty Insight
Trusty Compliance continues to monitor the Commission’s proposal and parliamentary discussions closely. Our priority is to ensure that all clients remain aligned with the Regulation’s current requirements and prepared for any upcoming adjustments.
Regardless of possible simplifications or extended deadlines for smaller operators, the core principles of the EUDR remain unchanged: businesses must demonstrate product traceability, deforestation-free sourcing, and compliance with local laws of origin.
Trusty’s EUDR Passport and QuickScreen360 solutions already provide the infrastructure to meet these obligations, with adaptable workflows designed to incorporate any future modifications once officially adopted.
